US Court of Appeals ruled that the exigent surcharge will not be permanent. The court determined that the surcharge was reasonable for a limited time to help offset the impact of the 2007-2009 recession, but that it’s time to remove the 4.3 percent surcharge mailers have been paying.
The case has been sent back to the Postal Regulatory Commission (PRC) to improve its methodology for determining lost mail volume and how that revenue should be recovered. The US Post Office has filed a motion requesting that the surcharge be extended.
The Alliance of Nonprofit Mailers has submitted a request to the PRC stating the case that the request be denied.
It is hopeful that the surcharge will be removed in early August, but we’re awaiting that decision from the PRC.
